中国公益2.0项目历史(History of NGO2.0 China Project)

2009年五月,美国麻省理工学院新媒体行动实验室与 中国科技大学知识管理研究所与另外四家机构 (中山大学,自然之友,NGO发展交流网,中国奥美广告传播公司)共同发起了NGO 2.0中国项目,在国内首开“互联网+公益”实践之先河。2011年北京清华大学加入成为第七位伙伴,此外,跨国传播公司MillwardBrown也成为企业伙伴。项目很荣幸的得到福特基金会(北京)多年资助。腾讯基金会、南都基金会、宜信公司、千禾基金会也先后加入资助行列。2014年八月NGO2.0NGO2.0在深圳注册成功,变身为一家民营非企业组织,全名为深圳市图鸥(取2.O的音译)公益事业发展中心。


In May 2009, MIT New Media Action Lab launched NGO 2.0 China Project in collaboration with the Institute of Knowledge Management at the University of Science and Technology of China and four other partner institutions that include Friends of Nature, NGO Communication Net, Sun Yat-Sen University, and Ogilvy & Mather in China. Tsinghua University in Beijing joined the Project in 2011 as the 7th partner. Transnational communication company MillwardBrown also became a corporate partner. The project has received multi-year funding from Ford Foundation in Beijing. Narada Foundation, Tencent Foundation, Yixin Corporation, and Guangdong based Harmony Foundation have also been sponsors of various projects. In August, 2014, NGO2.0 was formally registered in Shenzhen as a Chinese NPO.

NGO2.0在成立之初的服务对象是中国中西部地区的中小型草根公益组织,自2014年始,转变为辐射全国的网络公益支持性的公益机构。中国公益2.0项目的工作范围包括:(1)面向草根公益组织进行互联网技术与网络营销能力的定期培训、传授与研讨Web2.0思维与Web2.0工具,并分享国内外成功的公益2.0案例。 截至2015年,已经在西北、西南、中部开班培训了近500家公益组织;(2)建立开放的公益地图平台,搭建草根NGO与企业CSR之间的桥梁, 推出帮助两者之间对接的计划。愿景是促成草根NGO获得与企业CSR项目合作的机会、资金和物资的捐赠、企业志愿者服务及其他更多的企业能够提供的资源,并以此为基础向草根组织提供更多的网络服务;(3)开展中国公益组织信息技术使用需求的评估分析以及技术使用模式的进展评估分析;(4) 开发网络公开课和慕课课程;(5)搭建2.0工具箱;(6)建立评估公益组织的公信力与其信息传播技术能力的评估体制,以供国内外企业做公益事业资助时参考。


At the inception of the project, NGO2.0 serves small and mid-sized grassroots NGOs in the Western and central parts of China. NGO2.0 covers four areas of work: (1) the Project holds two workshops per year to enhance the digital literacy,social media literacy, and online marketing capabilities of grassroots NGOs. Those workshops train NGOs not only to think in the Web 2.0 manner and learn how to use social media tools, but also to study strategies provided in successful NGO2.0 case studies; (2) rolling out an open mapping platformto enable the NGO sector and the Corporate CSR sector to find out what each sector accomplished in producing social good. The map is designed to match the needs of NGOs with resources provided by the CSR programs which include opportunities of project collaboration, funding and goods donation, and organized corporate volunteer help; (3) developing and providing a set of NGO Internet Usage surveys and analyses to evaluate the online communication patterns and Internet usage capacity of participating NGOs; (4) developing online course, including MOOCs; (5) establishing a Web 2.0 toolbox for NGOs; (6) setting up a set of criteria to evaluate the credibility and transparency of NGOs on the one hand, and to assess the social media communication capability of individual organizations. The database serves as a reference for those corporations that wish to identify potential NGO partners to develop effective CSR projects.

为什么数字技术和Web 2.0对欠发展地区的公益组织至关重要?中国公益组织在过去十年中,在各个领域已取得了快速发展。但是,中小型公益组织因为一些原因在发展中遇到了瓶颈。其注册方面的半合法状态使其在获取资源,吸引新志愿者,组织项目活动方面受到制约。此外,这些草根公益组织无法与政府NGO(政府直接组织的NGO)竞争主流媒体的关注。这使得他们所倡导的理念很难引起公众的关注。数字媒体为他们提供了一个与外部公众、与他们所服务的社区相交流的新途径。


Why are digital media and Web 2.0 vital to the NGO in underdeveloped regions of China? China's NGOs have developed rapidly in the past ten years across diverse thematic fields. However, small and mid-sized NGOs encountered a bottleneck of growth for a number of reasons. Most of those grassroots NGOs are constrained in acquiring resources because of their semi-legal status, which led to the difficulty of recruiting new members and regularizing program activities. In addition, those grassroots NGOs cannot compete with GONGO(governmental-affiliated NGOs) for the attention of mainstream media, which led to the difficulty of increasing social awareness of the cause they are promoting. Digital media provided an alternative way for those NGOs to communicate with the outside world and with the communities they serve.


但是,多数中国草根公益组织没有建立传统Web1.0型架构网站所需的经济和技术资源。即使是那些已建立Web1.0型网站的公益组织,也不得不应对内容管理系统所需要的消耗,同时,另一个问题是这些网站之间是相互隔绝互不联系的。Web 2.0能够使中国公益组织在信息技术的使用上取得跨越式的进步,以更好的实现他们不同的组织性的,发展性的需要。项目的第一份调研报告也证明了中国草根公益组织对针对Web 2.0工具的综合培训的需要。


However, Most Chinese grassroots NGOs do not have the financial and technological resources to build traditional websites of Web 1.0architecture. Even those who already built such websites had to cope with high maintenance cost on content management system, not to mention that those websites are insulated from each other. Web 2.0 will enable Chinese NGOs to leapfrog in ICT technology to better accomplish their various organizational and outreach needs. A Project survey reportvalidates the communication needs of Chinese grassroots NGOs for comprehensive Web training focused on Web 2.0 tools.


2010年初,中国公益2.0项目搭建了一个由八人组成的草根技术团队。在草根团队与中科大开发团队的合作之下,于11月推出了一个中文版的Ushahidi地图平台,可以实现基于地图系统的事件发布。截至2011年6月19日,平台上NGO信息已有 264条,企业信息848条。 但目前这个平台只是一个起步点,而且它只是一个B2B的平台。 整个项目计划中的未来产出是一个B2B加上B2C的,基于2.0地图系统的发布平台(正在开发的新的平台将从现今的谷歌地图迁移至百度地图),并将添加用户系统、内容管理系统和UGC(用户产生内容)三大框架,以及将来可能的其他各种应用,例如手机发布、针对NGO的财务、管理信息系统等。


In early 2010, the NG02.0 Project established a grassroots tech team made up of ten volunteers who worked with the academic tech team of the University of Science & Technology of China on an open mapping platform. In Novemember 2010, a Chinese adaptation of the Ushahidi platform was rolled out . Up till September 9, 2011, there were 363 NGO entries on the map, 1263 entries on the corporate CSR programs. This platform, however, is a transitional platform as it is only a B2B platform. A new platform integrating a B2C component is under planning and will roll out in October, 2011. This new platform will migrate from the current google map to Baidu map, and incoporates the frameworks of a content management system, user operating system, UGC functions, and many other applications that deal with the accounting transparency and information management. Mobile applications will also be developed.
